Examining the democratic principle of consensus in Canada, Scotland, Spain and Italy

Over the past decade, the European Union has seen the highlights of two major secessionist attempts unfold in its territories: Scotland from Britain and Catalonia from Spain. 
Both ended badly for these movements. But what role did the European Union play in the emergence of these demands? And how did European institutions react? And which are the secessionist movements in South Tyrol? How are such movements perceived in the European Union? And, what would happen in the event of an Italexit?

The German and Ladin language groups in South Tyrol are among the best-protected minorities in the world. Passing on our experiences to less privileged ones is therefore a moral obligation, explains lawyer and autonomy researcher Marc Röggla. Günther Cologna, Asia expert and head of education & training, has been particularly concerned with the situation of an oppressed minority, namely the Tibetans in Chinese-occupied Tibet. And both share the view that around the world, times have been better for minorities.

Minorities and multilingualism: The research areas of Günther Rautz and Andrea Abel are as socio-politically central as they are sensitive in South Tyrol as well as being a clear mirror of how the society is changing. Rautz, a lawyer, and his team began researching new minorities at an early stage, while Abel, a linguist, advocates understanding multilingualism in a comprehensive sense that includes all languages and varieties. Both are convinced that diversity is highly valuable asset.

Forty percent of peace agreements fail within five years of having been signed. Sergiu Constantin, a jurist at Eurac Research, and Natalia Mirimanova, a scholar and conflict resolution expert, discuss the importance of a shared peace path between the parties involved and the role of the international community. The two experts recently spoke at the summer school on human and minority rights organized by Eurac Research. 27 PhD students, government officials and professionals working for international and non-governmental organizations gathered in Bolzano to discuss autonomy-related topics.

The Center for Autonomy Experience began operations a year ago. Its goals are straightforward: provide competent support to the international delegations interested in learning about the province's unique autonomy model and to build up a network. The center’s launch coincided just in time with the Pandemic resulting in the cancellation of the delegation visits proposed until now. However in the face of adversity, ingenuity thrives and it didn’t take long until center head Marc Röggla, moved the "experience" into the digital realm with CAE podcasts, e-learning, web and social campaigns.

Gehen oder bleiben: Die Option von 1939 ist eines der dunkelsten Kapitel in der Geschichte Südtirols. Dazu haben Autonomy Experience, die Vereinigten Bühnen Bozen und das Institut für Zeitgeschichte der Universität Innsbruck einen Podcast produziert und Ende November vorgestellt. Darin geben Südtiroler Zeitzeuginnen und Zeitzeugen Einblicke in ihre Gefühlswelt und erzählen aus erster Hand von ihren Erinnerungen, während Fachleute historisches Hintergrundwissen beisteuern. Nun kann die Südtiroler Bevölkerung die Forschung unterstützen und einen Beitrag zur Südtiroler Erinnerungskultur leisten.
